City planning staff told the council the change implements obligations tied to Proposition 123 and an IHOP grant and is intended to reduce delays for projects using state affordable‑housing funds. “We said we would create a fast track for affordable housing,” a staff presenter said, describing the city’s aim to meet state program timelines.
The resolution defines eligible projects as those for households at up to 80% of area median income for rental housing and up to 140% of area median income for homeownership opportunities in Rio Grande County. The planning presenter said staff typically complete reviews quickly and that the 30‑day guarantee is intended to be achievable under current workloads.
Councilors approved the measure with an amendment changing the review deadline to 30 days. The vote was recorded as: Councilor Watson, Mayor Pro Tem Secula and Mayor Dale Becker voting aye; no dissenting votes were recorded in the transcript.
Officials said the resolution also satisfies a requirement of an IHOP grant to adopt at least one strategy to support affordable housing and aligns the city code with state funding eligibility described as CRS 29 20 32 and Proposition 123 in the resolution text.
The council did not adopt additional substantive procedural changes at the meeting; staff and council members indicated the city will continue to refine code language and implementation details in follow‑up work.
