The Springfield Historic Commission continued an application April 17 for already‑completed porch, decking and railing work at 1517 Litchfield Street and requested that the property owner, the property manager and the contractor attend the next meeting.
A representative who appeared said the work had been completed before a permit was pulled and that she does not know the identity of the contractor or the management company; she said she had occasionally pulled permits for the management company. Commissioners said the representative lacked sufficient knowledge of the contractor, the ownership and the condition of the property before work, and they expressed concern that the contractor reportedly was unlicensed.
After discussion, a commissioner moved and the commission voted to continue the item to the next meeting and directed staff to contact the owner, the management company and the contractor and invite them to appear. The applicant named “Val” as the individual who performed the work; the meeting record includes the applicant’s statement that the contractor was not licensed.
Commissioners said photographs and clearer documentation of the pre‑work condition would help the commission’s review and requested that the owner or manager provide that information in advance of the continued hearing.
