Board approves construction warrant, payroll and multiple personnel and contract items
Summary
At its April 24 meeting the Rockingham County Board of Commissioners approved a $2.26 million construction warrant, payroll for the period ending April 19, multiple personnel wage adjustments and a series of contract and budget items, and authorized staff to pursue an RFP for dental services and several grants and transfers.
The Rockingham County Board of Commissioners on April 24 approved a series of financial and personnel actions, including a $2,258,004.51 warrant to Harvey Construction Corporation, the payroll for the period ending April 19, and multiple personnel wage- and contract-related motions.
The most significant single payment approved was accounts payable Ward D 251172 to Harvey Construction Corporation in the amount of $2,258,004.51. Commissioners voted to approve the warrant by voice vote.
The board also approved the payroll expense of $1,500,546 for the pay period ending April 19, 2025; accepted the consent agenda including minutes from March 20 (public and nonpublic) and April 3 (public); and authorized the senior director of long-term care services to review and evaluate proposals for an RFP opening related to dental services.
Other financial and administrative votes approved by the board included: - A bid waiver request and a contract extension for chaplain services for Angie Estevez (see separate article for details). Both motions were approved after being tabled briefly to confirm remote participation. - A reallocation of $14,000 from a remaining project balance for tub/shower rooms to plumbing/backflow work, recommended by facilities staff. - A health insurance premium write-off for a former employee in the amount of $871.77. - A position regrade for the senior director of facilities planning and IT from grade R24 to R25, effective July 1, 2025, pending executive committee approval. - Authorization for the sheriff’s office to apply electronically for a New Hampshire Office of Highway Safety traffic enforcement patrols grant for $14,700. - Approval of an inmate administrative transfer, pursuant to NHRS 30-B:21, transferring one inmate to Hillsborough County.
The board also conducted multiple nonpublic sessions under RSA 91-A (personnel matters) and later moved several wage-adjustment motions in nonpublic that were announced on return to public session (see the budget and wages article for full detail). Where votes were recorded on the public record, the commissioners present voted in favor.
The board recessed into nonpublic two times during the meeting and later returned to public session to complete additional personnel motions and to seal specified nonpublic minutes.
Looking ahead, commissioners noted a series of budget hearings and public meetings in early May, including an executive committee quarterly review and a May 8 public hearing on the commissioners’ proposed budget.
Ending The meeting concluded after sealing specified nonpublic minutes and adopting motions to adjourn. The board expects to continue budget deliberations and public hearings in early May.
