The Sedro‑Woolley City Council approved a development agreement authorizing Beatty Square’s developer to construct an underground stormwater quality vault inside the Stendahl Street right‑of‑way, replace a litter‑prone open bioretention ditch, and build a small public plaza and sidewalk improvements.
Planning and engineering staff said the existing ditch served the adjacent Depot property and the Stendahl Street right‑of‑way but lacked effective drainage and collected debris, creating maintenance needs. The proposed vault and engineered media filter will treat stormwater from the right‑of‑way and adjacent properties; the developer agreed to build the vault, a landscape plaza above it, and roughly 300 linear feet of new sidewalk and curb on the north side of Stendahl Street.
City staff said the vault design allows vac‑truck access for maintenance and that the city will assume maintenance responsibility for the vault, plaza and public improvements once construction is complete. Staff described the vault’s maintenance as limited — periodic replacement of filter media and occasional vacuuming — and said the vault reduces ongoing city maintenance of the unsightly open ditch.
Councilman Lavaca moved approval and Councilman Henderson seconded the motion. The council voted in favor.
