The Vienna City Council on April 24 presented an employee recognition to William (Bill) Blair and unanimously adopted a resolution naming longtime parks volunteer Lou Molinaro a board member emeritus of the Vienna Board of Parks and Recreation.
Council members introduced a new employee recognition program and selected Bill Blair as the first quarterly honoree. During a brief presentation council members recounted Blair—s long service with the city (the presentation cited 47 years of service), his military service and his work across public-works tasks. The certificate presented to Blair cited his performance for the quarter spanning Jan. 1 through March 31, 2025. Mayor (name read as) signed the certificate at the meeting.
Later in the agenda the council read and adopted a resolution honoring Lou Molinaro for long service to parks and recreation and naming him a board member emeritus. The resolution states that Molinaro will receive notices and may attend meetings but will not have voting obligations; councilmembers praised his years of service and invited family to join for photos.
Both recognitions were presented with applause; the council—s minutes record the resolution and the employee certificate presentation as approved and celebrated.
