Painters union offers volunteer crews, training resources and a water-tank painting curriculum

David Bland, political director for the International Union of Painters and Allied Trades (IUPAT), addressed the Board during public participation to describe the union’s workforce-development and community-volunteer programs and to offer volunteer assistance for city projects.
Bland outlined several programs: the "Helmets to Hardhats" program that facilitates direct hires into union apprenticeships for eligible veterans; the Job Corps pathway to apprenticeship; quarterly training and newsletters; and the union’s plan to develop a water-tank painting training center supported by a $150,000 internal grant. Bland said the training curriculum aims to set standards for safety and workmanship for contractors that paint elevated water tanks.
He said IUPAT conducts volunteer "day of action" projects, including painting projects and local volunteer work, and gave the city updated lists of bridge painters, tank painters and general contractors as well as bid-criteria templates the union offers to help identify qualified local contractors. Bland said the union would provide updated contractor lists and offered the organization's volunteer labor for city park beautification and other projects.
Commissioners thanked Bland and noted interest in coordinating volunteer projects; no formal action or funding request was made.
