Council adopts trash-hauling bids, contractor permit increase, equipment sale, records fee changes and ODOT salt contract

London City Council on an evening session adopted a package of ordinances and resolutions that the council said will update operational rules and allow the city to seek bids for services.
The council voted to: authorize advertisement for bids for personal property no longer needed for safety purposes; authorize advertisement for bids for trash-hauling services; amend the codified ordinance on charges for preparing law-enforcement video records; increase contractor permit fees and liability insurance minimums; and approve participation in the Ohio Department of Transportation (ODOT) 2025 road salt contracts (action taken with suspension of the three-reading rule and an emergency clause).
The package was presented and passed with roll-call votes. The council suspended the three-reading rule and adopted Resolution 135.25 to participate in the ODOT salt contract; the document included a May 2, 2025, 5:00 p.m. deadline to join the contracting pool. Councilors said participating in the ODOT contract would likely yield a lower price for salt.
Council members who recorded “yes” votes during various roll calls included Miss Streets; Mister Hayes; Mister Hitt; Miss Jackman; Mister McDaniel; Mister Stahl; Miss Trainer; Mister Hick; Mister Eads; and Mister Reeds in the sequences as recorded on the roll calls for individual items. The ordinance increasing contractor permit fees raised the permit cost from $25 to $100 and added revised liability limits; the council member reading the ordinance described an increase in required liability to “not less than 500,000 per occurrence and 1,000,000 in aggregate.” The ordinance to amend charges for preparing law-enforcement video records was adopted on third reading; council discussion on that item was limited.
Finance and personnel committee reports earlier in the meeting noted monthly revenue and expense figures and that bond proceeds for a police project account for a sizable portion of year-to-date revenue (the finance report cited approximately $4.2 million in bond money received toward police department needs). Council members said some personnel and job-description items will return for review at a special finance meeting scheduled for May 1 and at the next regular meeting.
No council member raised motions to repeal or delay the adopted items during the meeting. Several items that remain pending were left on the agenda for further documentation or intergovernmental coordination (notably the commercial TIF matter tied to a proposed new community authority).
