DRC approves Juneteenth event permit for Cooper Street Recreation Center

The Punta Gorda City Development Review Committee on April 25 approved an event permit for Juneteenth celebrations scheduled for June 21 at the Cooper Street Recreation Center, 650 Mary Street, with conditions on site layout, insurance and traffic control.
Urban design staff told the committee the applicant must provide a map showing temporary facilities, parking and tent locations and a certificate of insurance naming the city as additional insured; public works must review the traffic control plan and there will be a cost for the required maintenance-of-traffic (MOT) work. The permit application is listed as permit number 25-191417 and the committee noted road-closure approvals will be forwarded to Punta Gorda City Council for a May 21 hearing at 9 a.m.
Rachel Berry, zoning official, read the staff requirements and asked the applicant to coordinate MOT details with Dave Myers in public works. Berry said insurance documentation and the site map must be supplied before final sign-off.
Connie Payne, president of the Charlotte County NAACP and a representative of the applicant, told the committee the organization was not intending to serve alcohol but wanted to know the process if it later decided to do so. A police representative said the application indicates no alcohol; if organizers decide to allow consumption or service it could change permit requirements. The police representative said an officer would be required if alcohol were to be served, and that a temporary alcoholic-beverage permit from the state would be required if alcohol is sold by a vendor. The police representative also said the department is providing one officer in-kind for a community-services assignment from 3 to 7 p.m., but that assignment is not intended to serve as event security.
The committee approved a motion to accept the application as filed — on the record that it indicated no alcohol — provided the applicant fulfills the public-works traffic stipulation with Dave Myers for any road closures. The motion carried by voice vote. Committee members noted that any change to alcohol service would require amendments to the application and, if applicable, a return to the DRC so the committee could consider the revised permit before the council hearing.
The committee recorded no further objections. The item will appear before City Council on May 21 for any required road-closure approvals.
