Council discussion focused on whether it was premature to authorize the contract before underlying property and legal matters were final. One councilmember said the ordinance had come forward "prematurely" because the property closing and related legal steps were not complete. Law Director Mr. Riley confirmed staff had been working the legal mechanism and noted the lot split approval had occurred that day; he told the council he expected outstanding reciprocal easement agreement (REA) matters could be resolved within a week or two.
A motion to table the ordinance carried on a recorded vote. The council reiterated that once property and REA issues are resolved, the mayor's office and law director should return with updated contract terms for council consideration.
