County to draw down COPS grant; Motorola equipment delivery to be distributed to municipalities

The Board recognized National Public Safety Telecommunications Week and reviewed delivery and payment for COPS grant‑funded dispatch equipment. Justin (dispatch) reported the equipment has been delivered and needs sorting and distribution, and Diane (finance) said invoices totaling $670,000 of a $715,000 project were submitted.
Justin said, "equipment is here. We just need to sort and distribute at this point." Diane told commissioners she had arranged immediate bank transfer capacity and that the county would draw down the COPS grant before paying Motorola: "I was able to do a same day ACH. So the money is in our bank account." She added that the county normally pays and seeks reimbursement but, given federal funding uncertainty, planned to ensure grant funds are available before payment.
Commissioners discussed whether municipalities that receive equipment should sign a formal acknowledgement or use agreement and whether recipients should insure or be responsible for damage outside warranty. Justin offered to draft an agreement for recipient acknowledgment; commissioners asked staff to prepare a short template making clear warranty, maintenance and insurance responsibilities.
Diane said the county will not immediately cut Motorola's invoice check this week but will schedule payment for the upcoming weeks after equipment distribution and operational verification. Staff will provide commissioners the project breakdown and a final distribution schedule before payment.
