Russ Waldron presented revisions for 293 Rosemary Street, describing a rear addition on a full foundation and roof-runoff infiltration with a Coltec system. He said the mitigation planting area previously requested by the commission was increased to about 200 square feet and that soil testing for infiltration will be scheduled once demolition and construction equipment are on site.
Deb asked for electronic and two hard copies of the revised plan and asked the applicant to correct a plan box that mistakenly listed a decrease rather than an increase in impervious area; the applicant agreed to submit corrected prints. The commission also requested the applicant provide the stormwater operation-and-maintenance (O&M) plan and emphasized the need for a test pit report to be submitted to staff prior to the issuance of the order.
With required corrections and submittals noted, the commission voted by roll call to close the hearing and to issue the order of conditions for DEP file 234-949. Staff said the permit would be available for signing the following week, the order must be recorded at the registry of deeds and there is a 10-day appeal period before work can begin; Deb also said an on-site preconstruction meeting will be required once erosion controls are installed.
