Owners of 11 Glover Road revise drainage, request waiver for 25-foot buffer work; hearing continued to May 8

Nicole Ferrara of LEC and project engineer Al Gallo presented revised plans for an addition and driveway expansion at 11 Glover Road. The work lies within the 100-foot buffer and the 200-foot riverfront area.

Ferrara said the team upgraded the stormwater design to meet Needham standards and requested a waiver for restoration work within the 25-foot no-disturb zone. She described a backyard infiltration system and a second system under the driveway and said massDEP data sheets and a revised NOI were submitted.

Engineer Al Gallo said the design replaces an earlier porous-pavement approach with two Caltec infiltration systems sized to infiltrate runoff from the new roof and driveway areas. He said the rear system required some floodplain fill but that the project includes ‘‘65 cubic feet’’ of fill offset by excavation providing ‘‘119 cubic feet’’ of compensatory flood storage shown on the plan.

Ferrara said the mitigation plan includes about 4,280 square feet of wetland and buffer-zone restoration, permanent demarcation at the new lawn edge and inlet protection with silt socks. Commissioner Fred asked about the planting species; Ferrara confirmed the plan uses native plant species (two replacement trees, 30 shrubs, and native meadow/pollinator mixes). Ferrara and Gallo confirmed two infiltration test pits had been completed and are shown on the plan.

Commission staff Deb said she will draft the order of conditions and that the hearing should be continued. The commission voted by roll call to continue the hearing to May 8, 2025.

No decision on permits or conditions was made at this meeting; the commission requested a draft order and will review the revised plan and the written materials at the May 8 hearing.
