Proposal for nonprofit family lodging near Thompson Bridge Road draws neighbor concerns about noise and lake impacts

The Hall County Board of Commissioners reviewed a request to rezone 4436 Thompson Bridge Road from Residential 1 and Vacation Cottage to Planned Residential Development for a 7.74‑acre parcel during the April 21, 2025 work session. The applicant, Abigail Burley, proposed a nonprofit residential facility intended to provide lodging and support services for families of children undergoing medical treatment.

Planning staff reported that the Planning Commission recommended approval with five conditions. The project plan presented to the board shows one host home, four guest homes and a community building or gathering space where families could meet. Planning staff said there was one written comment submitted in advance and four people spoke at the Planning Commission hearing (one in support and three in opposition).

Neighbors who spoke at the Planning Commission hearing raised concerns about the number of people who might be on site at one time, nighttime outdoor activity and noise, and potential impacts to a nearby lake. Planning staff replied that most of the proposed development is toward the front of the property and that emergency vehicle access and a turnaround are included in the site plan.

A commissioner asked whether the residences would be used by families while their children were receiving medical care. Planning staff replied, “That that is exactly — they provide them with lodging and place,” summarizing the applicant’s stated purpose to offer lodging, support and respite to families for up to about a month. The Planning Commission recommended approval with five conditions; the item was placed on the county's work-session agenda and handled with limited further discussion.
