Commission moves multiple consent items: $1.05 million paving contract, grants and Sherwood Square bonds

Hall County commissioners on April 21, 2025 approved a slate of consent items that included a $1,053,117 paving contract for Whitehall Road improvements, grant applications for emergency management and juvenile justice programs, the employment agreement for the development services director and performance/maintenance agreements for Sherwood Square subdivision infrastructure.

The items were presented during the board's work session and were handled on the consent calendar with no recorded roll-call vote in the publicly available transcript. Funding for the Whitehall Road project was described as $800,000 from SPLOST 8, with the remainder to come from impact fees in fiscal year 2025–26.

The pavement contract: The board approved an award of RFQP No. 45-025 for “Whitehall Road Improvements at Helens Heads Mill” to Allied Paving Contractors of Pendergrass in the amount of $1,053,117. Brent Holloway, identified in the meeting as the parks director, presented the parks item and the board accepted it on consent.

Emergency management grant: Zack Brackett of Emergency Services presented an application for the 2024 Emergency Management Performance Grant for the Hall County Emergency Management Agency in the amount of $50,000. Brackett said the grant has been submitted by the county since 2010 and “is used to supplement salaries,” and noted a required $50,000 match if the award is made. The board approved the application and authorized the grants manager to serve as program designee on the consent calendar.

Juvenile justice grant and agreement: Anita Rainer of Hall County Juvenile Court requested approval to apply for and accept the Criminal Justice Coordinating Council FY2026 juvenile justice incentive grant, with an accompanying 12-month memorandum of agreement with Evidence Based Associates LLC. The grant amount presented was $525,905; Rainer said no local match is required. That item was approved on consent.

Human resources item: Dr. Lisa Ray Jones presented an employment agreement for the new director of development services, saying the position is funded from the development services fund, is a budgeted replacement hire, and will come in under budget. The board approved the employment agreement on consent.

Sherwood Square performance and maintenance agreements: Public works staff (presenter listed as Bill) asked the board to accept two agreements for Sherwood Square subdivision (Commission District 1). The board accepted a $390,000 guaranteed performance and maintenance agreement for a private sewer lift station and a second $1,077,338 performance and maintenance agreement covering streets, stormwater, sewer, sidewalks and related infrastructure for the 220‑lot subject development. Both were accepted on consent.

Other planning and zoning items that appeared on the agenda and were moved without extended discussion included multiple rezoning, special-use and amendment requests (see Votes at a glance list below). The Planning Commission had previously reviewed many of these applications and recommended approval with conditions as noted in the agenda packet.
