Board approves 2024–25 Prop 28 school site plans, directs use toward arts instruction

The San Marino Unified School District board on April 22 approved the 2024–25 school site plans for Proposition 28, the statewide arts and music funding measure voters approved in 2022.
Assistant Superintendent Dr. Linda Ritter told the board that Proposition 28 requires districts with more than 500 pupils to spend at least 80% of funds on certificated and classified employees who provide arts instruction; the remaining 20% may be used for materials, training, supplies, curriculum and professional development.
"Prop 28 is intended to supplement, not supplant existing arts and music education programs," Dr. Ritter said as she presented the site plans that had been included in the board packet for review. Staff recommended board approval of each school's plan for the 2024–25 school year.
The board approved the plans by roll call: Mr. Song, Mrs. Lam, Mrs. Ryan, Mrs. Gia and Mr. Chen voted aye. With approval, the district will implement site plans that allocate Prop 28 funding according to state rules and the district’s proposals included in the packet.
Dr. Ritter noted that annual board‑approved plans are required for each school to document how Prop 28 funds will be spent; staff included each school's drafted plan in the board materials for review prior to the vote.
