San Marino Unified School District Board of Education on April 22 approved a one‑year contract with Nolan Construction Services (KCS) to serve as the bond program manager for Measure M, the $200 million general obligation bond voters approved in February.
Measure M is a community‑backed facility modernization program. The board's vote authorizes KCS to begin program management work immediately, including supporting a May 13 board study session on project prioritization and preparing early projects that may not require state review.
Chief Business Officer Dr. Stephen Choi said the district issued a request for qualifications in January and received six responses. "The committee interviewed three finalists and evaluated each of their qualifications," Choi said, describing the evaluation panel that included district staff, a facilities advisory chair and an external superintendent. The committee recommended Nolan Construction Services unanimously, he said.
KCS leaders told the board the firm brings decades of school program experience and local ties. "Our approach is rooted in transparency, collaboration, and community engagement," said CJ Nolan, senior program manager for Nolan Construction Services. He added the firm will work with architects, contractors and community members so projects align with district priorities and community expectations.
The contract was presented as a one‑year agreement with a not‑to‑exceed amount based on an average of 20 hours per week for the core KCS team. Dr. Choi said the firm’s first tasks will include revisiting the district facilities master plan, helping the board prioritize Measure M projects, developing a phased implementation strategy, and coordinating bond issuance planning with financial advisors.
Board members asked about avoiding change orders and how quickly projects could start. Nolan answered that thorough constructability reviews, site investigation and contingency planning are key to reducing change orders, and that some projects could begin quickly if they do not require lengthy state review. The district plans a dedicated board study session on Measure M project prioritization on May 13, Choi said.
The board approved the KCS contract by roll call: Mr. Song, Mrs. Lam, Mrs. Ryan, Mrs. Gia and Mr. Chen voted aye. The contract will be available with exhibits in the district’s board materials files.
The approval starts the formal Measure M implementation process, with the citizens’ bond oversight committee and regular public updates planned on the district’s Measure M webpage.
