City staff propose multiple fee and rate changes including building-permit increases and a stormwater fee rise

At the budget workshop, staff reviewed a proposed fee schedule that includes permit and rate changes across departments.
Bruce, a staff member, said the building-permit rate would change from 35 cents per square foot to 38 cents per square foot and that staff had added a new reinspection fee. He said specific permit increases proposed included deck permits from $50 to $100, driveway permits from $60 to $100 and fence permits from $60 to $100.
On stormwater, staff proposed raising the stormwater user fee from $3.50 per equivalent residential unit (ERU) to $4.50 per ERU; staff noted the fee had not changed in about 20 years. Bruce said the increase would raise a residential home’s monthly payment by about $1.
Other fee changes discussed included adding a technology fee to help pay for EnerGov permit software, raising the temporary-use permit fee for fireworks tents from $500 to $850, and removing an electronic traffic citation fee that has reached its sunset provision. On utilities, staff reviewed water and sewer rate updates from the rate study: a residential minimum sewer rate of $23.34 (with $6.05 per 1,000 gallons after the initial 2,000) and a residential minimum water rate of $22.06 (with $5.69 per 1,000 after the first 2,000 gallons).
Bruce and department staff asked board members to send any suggested changes to staff quickly because the budget and fee schedule will return to the Board of Mayor and Aldermen at the next meeting. No fee increases were adopted during the workshop; board members asked for follow-up and clarifications about ordinance references for some fees.
