Clearwave Fiber outlines plan to build citywide fiber in Sebastian, says construction timeline depends on permits and demand

Company representatives from Clearwave Fiber described plans to build a citywide fiber-optic network that would be fully owned, constructed and operated by Clearwave.
Jason Karnes, who said he leads market expansion at Clearwave, told the council the company targets “underserved areas” first and expects the work to be a multiyear process tied to permits and resident demand. He said Clearwave focuses on customer service during construction and will embed local technicians, sales and customer-service staff in communities it serves.
Karnes said Clearwave’s current footprint includes deployments in Jacksonville, Lake City and Titusville, and that the firm operates in six states. He said the firm was formed in 2022 in its current corporate iteration but traces its origins to earlier municipal broadband operations.
The company did not provide a start date; Karnes said staff will communicate with residents “at the appropriate time” ahead of construction in specific neighborhoods once permits are in place. He said Clearwave selected initial build areas based on measured need and “resident sentiment” and that the firm will sponsor local events and community outreach as part of its approach.
Council members asked no substantive follow-up questions during the presentation; staff and company representatives said they would be available to answer questions as the project advances.
