Longview approves temporary contract with Northeast Texas Regional MRF as Rivers rebuilds

The Longview City Council voted April 24 to authorize a temporary contract with the Northeast Texas Regional MRF (NeaTex) to resume curbside material processing while the local Rivers recycling facility rebuilds following last year’s fire.
Public works staff told the council NeaTex is setting up equipment in Kilgore and offered to accept materials at the same price the city paid Rivers before the fire: $75 per ton. Staff said no construction has yet begun at Rivers but its planned reopening is expected this fall; the temporary contract will run until Rivers returns to operation and the city can conduct a competitive procurement to select a long-term processor.
Dwayne Archer, the staff presenter, asked residents to resume placing recyclables in curbside bins and said the city is running routes so drivers and citizens are reacquainted with recycling pickup. Council members asked about accepted materials and glass; staff said glass is handled separately via yellow-lidded community drop-off carts and is not processed through the regional MRF.
The council approved the temporary contract by voice vote with no opposition announced. Staff said they will issue an RFP or similar procurement once Rivers is back online and that NeaTex’s initial test runs are pending equipment commissioning.
