The resolution, read in title by Town Attorney Sweeney, places the town’s residential solid‑waste collection charge on the property tax bill under the uniform method for levy, collection and enforcement of non‑ad valorem assessments. Town Manager Jim Harpring told the council the change will move billing for solid‑waste collection to the tax bill so residents “will not have to deal with any one‑to‑one relationship as far as the billing.”
The council held a short public comment period specific to the item. Resident Al Catell asked whether the new assessment includes recycling; Town Manager Harpring and staff clarified that recycling is already on the tax bill as part of the landfill fee and that the new assessment is for solid‑waste collection only. The town also confirmed that bulk collections (large items) remain a separate, one‑to‑one arrangement that residents must schedule with Waste Management and pay separately.
Council members voted by roll call. Mayor Foley, Vice Mayor Atwater, Council Member Carroll, Council Member Altieri and Council Member Dane each recorded “Aye.” The clerk said the motion passed unanimously.
The resolution makes the assessments a first lien on the assessed properties until paid and includes standard provisions addressing conflicts, scrivener’s errors and an effective date. The council noted that the county’s franchise agreement and county billing practice for non‑ad valorem assessments influenced the town’s approach.
