The High Springs city attorney told the commission April 24 that staff will present a resolution at the next meeting to move most legal notices from newspaper display to an electronic posting (Alachua County’s website), which staff say would reduce publishing costs for repeated legal ads.
The attorney said notices tied to budget and TRIM (truth in millage) requirements will still need to appear in a newspaper under current legal rules, but other ordinance and procurement notices could move to an electronic medium now that the city accepts electronic bids.
Separately, the city manager said staff are working with the county, the city’s financial adviser and bond counsel on financing tied to the city’s purchase of the Canoe Outpost and expected to report a solution at the next meeting.
The city attorney clarified a question about whether the city could sell the Canoe Outpost. The attorney advised the commission that the conservation easement on the property does not prohibit sale; the property can be sold but the deed must make clear that it remains subject to the conservation easement and that subdivision is prohibited by the easement. The attorney warned that the easement language will travel with any new owner and may affect market value because it limits future use.
No formal action was taken at the April 24 meeting on either the notices resolution or Canoe Outpost financing; the attorney and manager said more detailed proposals will come to a future meeting.
