Council clears design contract for Abner Longley perimeter path; $600,000 construction budget noted

The Lebanon City Board of Works on April 14 approved a professional services agreement with Noventium Design to prepare design, drainage plans, lighting layouts and construction documents for the Abner Longley Park perimeter path.
Why it matters: The project will create looping walking paths that connect to the Big 4 Trail, improve park access and incorporate drainage work in an area that currently experiences standing water. The city budgeted $600,000 for construction this year; staff said the proposed design fee is roughly 10 percent of that construction budget.
Engineering director Kevin Prilich described the project as the second phase of the perimeter path work; phase one began with tree clearing and earthwork. The new contract will address more complex drainage areas, connection to the county legal drain that runs through the park, and wetlands avoidance. Prilich said the design will produce construction-ready documents suitable for public bidding.
Board members asked about tree removal and wetlands; staff said some wetland areas exist and the design team will explore alignment options that minimize wetland impacts. Parks staff and project manager Zach Burge will coordinate the preferred route and finalize survey and drainage plans.
Ending: With design authorization in place, staff will proceed to survey, drainage analysis and construction documents to bring the project to public bid. The Board approved the contract by voice vote.
