City Administrator Kent Minton described the typical committee makeup — the mayor, two council members, the city administrator and relevant department heads — and said three council members had expressed interest. Councilwoman Joyce McLaughlin moved to select McGrewer and Wiggins based on their prior experience; after discussion and a second, the motion passed 4–1 with Councilman Richardson recorded as opposed.
Minton said the committee will meet in the coming weeks to assemble a draft budget for council workshops and that department heads will attend as needed. The council did not adopt a separate timeline or subcommittees at the meeting.
