Bruceville-Eddy council approves lease for Waco Agility Group to use city-owned land

The Bruceville-Eddy City Council voted unanimously Monday to approve a land lease with the nonprofit Waco Agility Group for a municipal lot behind City Hall, Councilwoman Joyce McLaughlin moved and Councilman Prater seconded.
City Administrator Kent Minton told the council the group has operated since about 1990 and the proposed lease would bring modest revenue and reduced landscaping costs for the city because the group would maintain the property. “Some of the benefits of this potential lease are gonna be that it drives traffic to our community, volunteers and class participants,” Minton said.
A representative of Waco Agility Group described typical operations and hours. “We have most of our classes throughout the evening, like from 6 to 9,” the representative said, adding that most classes have fewer than 10 members and that dogs are not left on the property overnight.
The lease would allow the group to install lighting and fencing; the agreement says the group would remove any installed improvements if the lease is terminated and the city requested removal. Minton flagged possible drawbacks including increased use of the parking lot by class participants and general liability considerations.
Council members raised procedural and operational clarifications: classes will largely be evening events, attendees must be members for individual daytime training, and the group requires proof of vaccinations for animals. After a brief discussion, McLaughlin moved to approve the lease; Prater seconded, and the motion passed with all council members voting in favor.
The lease sets an annual fee of $300 because Waco Agility Group is a nonprofit; the council did not adopt any additional conditions beyond standard lease terms stated in the packet.
The council did not set a separate opening ceremony or additional permitting conditions at the meeting; the lease and related correction to a typographical error in the draft were addressed as part of the motion.
