Committee votes to withdraw, resubmit daycare regulation for rewording

Chairman Jeff Bridal said the House Regulations, Artificial Intelligence and Cyber Security Committee approved a motion to withdraw and resubmit the daycare regulation in Document 53-14 so the agency can revise contested wording.
The move, made during the committee’s meeting, followed a request from a committee member who said, “I would ask that the agency withdraw or resubmit the regulation to address some of those concerns, and I'm happy to meet with them and, like to get some further input.” The committee member said withdrawing and resubmitting would “stop the clock on the regulation” and allow the committee and stakeholders to work on the language.
Hanley and Bradley, representing the Department of Social Services, told the panel the agency intends to continue the discussion through the summer and consult the state advisory committee outlined in statute. Hanley and Bradley said, “The agency is committed to continuing the conversation through the interim of the summer months, as we work with our state advisory committee, that is outlined in statute.”
Committee procedure followed: the chairman asked for a second and the committee conducted a roll-call vote. The clerk called the roll and recorded the members present. The clerk announced the outcome: by a vote of 9 to 0 the motion to withdraw and resubmit Document 53-14 was approved.
The committee did not adopt substitute language during the meeting. Committee members asked that the agency return to the committee with final language prior to formal resubmission to the state register so the panel can review public comments and proposed changes ahead of filing.
No effective date or specific revised text was adopted at the meeting; the action was limited to withdrawal for further drafting and stakeholder meetings.
