Board approves multiple HR and Title IX policy updates and discusses hiring process

The Lyon County School District Board of Trustees unanimously approved multiple human-resources policy updates on April 22 and heard an informational review of the district’s hiring process.
Policy actions: The board approved several policy changes as first readings, including revisions to Title IX nondiscrimination guidance (Policy AB) and to job-posting and personnel-separation rules (Policies GABE, GDE, GDG and GZ). The motions were presented by Executive Director of Human Resources Billie Jo Hogan. Trustees also approved a package of policies (GDBA, GDBB, GDC and GDD) on second and final reading; the board removed Policy ICA (master calendar) from that consent package for additional edits and agreed to return it as a later agenda item.
Hogan said the Title IX/AB updates clarify mandatory employee reporting responsibilities and align with guidance from the district’s insurance pool and federal requirements. On GZ (definitions), Hogan said the updates add terms that support administration of the Family and Medical Leave Act and background checks. Trustee discussion was limited; Trustee Farr moved the earlier AB and GABE first readings and they passed unanimously.
Hiring-process discussion: In a separate, discussion-only item, the board heard a superintendent-led summary of hiring protocols from Executive Director of Human Resources Billie Jo Hogan. Hogan said postings follow federal equal-employment opportunity rules and collective-bargaining agreements, vacancies are advertised internally before external recruitment and interview committees typically include supervisors, staff and, when appropriate, union representatives or teacher-leaders. Hogan emphasized confidentiality agreements for interview committees and said the district screens applicants for minimum qualifications prior to interviews.
Trustees raised concerns about perceived "insider" hiring and asked HR and superintendent staff to ensure hiring committees are balanced, transparent and include relevant subject-area teachers where appropriate. The board also discussed long-term substitute postings and agreed district practice will favor keeping critical vacancies open while searching to allow permanent hires to apply.
Master calendar: The board removed Policy ICA (development of the master calendar) from the consent package and asked staff to revise the draft so that all Lyon County bargaining units — not only the Lyon County Educators Association (LCEA) — are explicitly included in the calendar-consultation language. Trustees also agreed to keep a sentence noting that any second year in a two-year calendar may be subject to change due to unforeseen circumstances; staff will return with the revised policy for another reading.
What’s next: HR staff will provide committee-structure guidance and a follow-up memo on hiring best practices; the revised calendar policy will return for additional consideration.
