Council member Stromberg provided an update on a revised application form and scoring sheet for the 2025 third‑quarter funding cycle, telling members the form has been streamlined and aligned with the scoring criteria the committee approved.
The draft application adds an explicit partial‑funding option so applicants can indicate they will accept less than the full requested amount, and clarifies how applicants claim bonus points — for example, for traffic studies or for projects the applying municipality is leading. The packet also includes a costs page intended to capture itemized project budgets and a short appendix that will explain terms such as the difference between “third quarter” requests and “corridor preservation” requests.
Staff asked committee members not to distribute the preliminary packet as a final application. Committee members were asked to take the draft to whoever will complete the application locally and return suggested edits over the next two weeks so staff can finalize language. If no substantive objections are returned, staff said the committee could formally open the application period on or about May 1, with applications due July 1.
Committee members asked staff to confirm several details before release, including (1) whether prior awarded amounts from the last two years should be listed on the application for scoring, (2) whether some small communities would receive an automatic minimum allocation (committee discussion ranged between three or five communities), and (3) how to present the total lump sum available for awards. Staff said they would clarify the historical funding input, confirm the minimum‑award approach, and include the available program total in the official packet.
Staff also said they will provide a finalized “official copy” marked in a footer and will circulate that copy once edits are complete. The committee discussed using the application and scoring sheet to reduce duplication of effort by letting municipalities collect local input from the actual applicant and then provide that feedback to COG staff.
