Pasadena ISD board reviews multiple policy updates tied to federal rules, student safety and device use

At the April 22 regular meeting the Pasadena ISD Board of Trustees approved a package of local policy revisions and additions intended to align district rules with federal and state requirements and to update conduct provisions for staff, students and visitors.
Sandra Hoon, the district attorney, led the policy section and described a set of technical and substantive changes. Among the items the board approved were: CAA(Local) to align federal awards disclosure language with the Code of Federal Regulations (changing “in a timely manner” to “promptly,” adding conflict‑of‑interest clauses, and assigning responsibility to the superintendent); CD(Local) adding registration and good‑standing checks for brokers and business representatives when the district invests public funds; CE(Local) confirming the fiscal year as July 1–June 30; deletion of CFC(Local) tied to the district’s prior internal‑auditor structure; and the creation of CQC(Local) to adopt a model health and safety guideline for digital‑device use developed by the Texas Education Agency and the Texas Health and Human Services Commission.
Hoon said the CAA changes require prompt written disclosures when the district has “credible evidence of the commission of a violation of federal criminal law, including fraud” and added language requiring reports for conflicts of interest, bribery or gratuity violations. She also noted that the district removed the word “designee” to make the superintendent the responsible official for certain federal‑grant reporting duties.
Other policy changes approved were CY(Local) on intellectual property, DH(Local) expanding employee prohibitions on nicotine, tobacco and vaping products while on district property or at district events, EHB(Local) to align with dyslexia‑related provisions in the administrative code, FFG(Local) changing child‑abuse reporting to require the reporter’s name and address (campus address may be used), and GKA(Local) to extend vaping prohibitions to campus visitors and community members on district property.
Trustees voted to adopt the revisions at the meeting; most motions passed with the board’s unanimous voice vote.
