Board awards Oak Hill box culvert contract, approves final temporary easement

The Osceola County Board of Supervisors voted to award the Oak Hill box culvert contract to Henning Construction and approved a final temporary easement for the same project during its meeting. The board also authorized county staff to complete contract-signing paperwork for the federally funded work.
County Engineer provided background on the two culvert locations and the bidding process, saying the work relates to flood repairs from June 2024 and that the county had already purchased the precast boxes used in the project. “This is the projects that are being reimbursed by FEMA from the flood from June 2024,” the county engineer said, adding that combined bids and the cost of previously purchased boxes left the county under budget.
The county engineer told supervisors the project was bid together for two sites: one box culvert north of Highway 9, north of Sibley, and a second north of Ashton. Henning Construction was the low bidder; two other local firms, Mega and Clawson, also submitted bids. The engineer recommended awarding the work to Henning Construction and to proceed under the standard federal-funding contract process.
Supervisor Helmer moved to approve resolution 43 to award the Oak Hill box culvert project to Henning Construction; Supervisor Loring seconded. The board voted in favor; the clerk recorded the vote as aye from Schulte, Loring, Helmers, DeBoer and Scholte.
The board also considered and approved a final temporary easement for the Oak Hill project. Staff said the outstanding easement had a small offer amount that was increased to the county’s de minimis minimum of $100; the landowner accepted and signed the easement documents. The board moved to approve the easement and clear title for construction. The motion passed with recorded ayes and one abstention as noted in the meeting record.
What the board approved will allow county staff to finalize contracts and begin project work once federal paperwork is completed and reimbursements are processed. The county engineer said staff are prepared to sign contract documents in the same manner used for Iowa DOT projects.
Funding and schedule: supervisors were told FEMA will reimburse eligible costs from the June 2024 flood; the county has already purchased the precast boxes and staff said combined bid-plus-box costs are within the project budget. No specific construction start date was given at the meeting.
The board signed the resolution documents following the vote and directed staff to proceed with contract execution and right-of-way clearing as needed.
