Plan Commission approves Crestwood Court certified survey map to create two house lots and an outlot for stormwater

The Onalaska Plan Commission unanimously approved a certified survey map April 22 to subdivide a parcel on Crestwood Court (Tax Parcel 18‑6559‑0) into two single‑family lots and an outlot dedicated to the city for stormwater management.

City planner Katie Aspenson read ten conditions of approval into the record; staff said the conditions include payment of CSM and connection fees, park fee payments due at building permit stage, installation of required pins/stakes, documentation of easements, recording of the CSM with the La Crosse County Register of Deeds, and dedication or easement arrangements for the outlot to ensure city access for stormwater infrastructure. Commissioner Jared Holter moved to approve the CSM with the ten conditions; Commissioner Eric Archer seconded. The motion carried unanimously.

Aspenson and Commissioner Holter noted the outlot currently contains a stormwater management facility that the city will take ownership of or access via easement to ensure long‑term maintenance. Holter said the approval will correct a prior oversight by ensuring the city has clear control or easement rights over the stormwater area.

Outcome and next steps: Staff said all conditions must be satisfied and improvements installed per approved plans prior to issuance of occupancy permits.
