The applicants, John and Nancy Hayes, requested the annexation and the incoming zoning of low‑density residential (R1). Commissioner Eric Archer moved to approve the annexation with nine conditions of approval; Commissioner Tom Smith seconded the motion. The commission voted aye and the motion carried unanimously.
City planner Katie Aspenson told the commission the parcel contains a single‑family dwelling, is directly adjacent to the city’s corporate limits to the south, and would be accessed from Abbey Road. Aspenson said the Wisconsin Department of Administration reviewed the petition and “have found the annexation petition to be in the public interest, so they are supportive of the annexation petition.”
The staff report listed nine conditions of approval; Aspenson read the recommended conditions into the record and noted they include requirements such as payment of applicable fees, conformity with utility and street connections and any required inspections. Commissioner Archer’s motion approved the annexation subject to those nine conditions.
Outcome and context: The annexation was approved by the Plan Commission and will proceed under the conditions read into the record; staff indicated required fee payments and utility connections are due at later permitting stages. No public opposition speakers came forward during the hearing for or against the petition.
