Courtney, the county's community development staffer, told commissioners the plan mirrors the version presented last month because HUD had not yet provided final allocation numbers. She said staff expects an allocation by May 15 but cautioned the county is "at a waiting game" and that updates typically come via the National Community Development Association's liaison, Vicky Watson.
County staff said that when HUD finalizes the allocation the county will update the action plan and notify subrecipients. Courtney said some applicants who were not recommended for funding have requested debriefs; staff has scheduled meetings in May and June to advise those applicants on improving future applications.
Commissioners opened a required public hearing on the action plan, heard no public comment and closed the hearing before declaring the measure passed.

Delays in HUD allocations can push spending timelines and require administrative waivers; staff said the county has managed late allocations in prior years and will use waivers and reimbursements when funds become available.
