Mayor warns residents about NOPEC opt-out, highlights May levies and reports drop in new-home permits

The mayor reported a slowdown in new housing construction: the city issued 16 new-home permits in the first quarter of 2025 (January–March), down from 42 permits during the same period in the prior year. The mayor characterized the change as evidence housing activity is slowing.
