The Hinsdale Village Board on April 22 reviewed a first reading of an updated village sidewalk policy intended to replace earlier versions from 2002 and 2010.
Staff told trustees the revised policy requires unanimous written support from adjacent property owners before a new sidewalk may be approved; if even one adjacent owner objects, the sidewalk will not go forward. The policy requires staff to confirm technical feasibility, including parkway tree preservation, underground utilities and ADA compliance, and requires Village Board financial approval for projects.
The policy also describes cost‑share expectations: the village would pay 100% for locations recommended by staff or identified in a future neighborhood safety plan; for locations initiated by resident petitions, staff recommended a 50/50 cost share between the village and the residents. Staff emphasized the policy is not intended to mandate new sidewalks but to permit incremental installation where feasible and supported by adjacent owners.
Trustees described the revision as straightforward and moved it toward the consent agenda for final approval on second reading. Additional policy modifications may follow after completion of a neighborhood traffic and pedestrian safety study, staff said.
