The Planning and Zoning Commission approved a recommendation to annex and rezone a 39.9-acre inholding north of Dewey Robbins Road into the existing Barquay master plan (cases SSCP25451 and PUD25452). The parcel — dubbed Barquay 2 — was presented as a planned addition to the previously approved Barquay community and will be integrated into the same loop-road/master-plan structure.
Applicant presentation: Cindy Terrapani, representing Brookfield Kolter (contract purchaser), described the parcel as the “hole in the donut” that was unavailable when Barquay 1 was approved. Terrapani said Kolter will integrate Barquay 2 with the previously approved 1,700-unit master plan; the 39.9 acres would accommodate up to 156 single-family lots but would not increase the permitted total from the original Barquay approvals.
Infrastructure and conditions: Terrapani noted Kolter has agreed to front the construction costs for a sewer extension along U.S. 27 that will enable development in this corridor; the city has designed and permitted the main line but Kolter will construct it and be reimbursed over time as other developments connect. Harper told the commission wetlands on the parcel are limited (about 0.8 acre) and will be handled through St. Johns River Water Management District permitting. Standard PUD conditions — dark-sky lighting, buffers, park space and phasing — will apply and the new lots will use city water and sewer when the extension is complete.
Staff and commission action: Staff recommended approval of the small-scale comprehensive plan amendment and rezoning to PUD, finding the requested estate residential future land use and PUD zoning are consistent with surrounding uses and the city comp plan. The commission voted to forward both recommendations to the City Commission.
Ending: If the City Commission approves annexation and rezoning, Barquay 2 will be incorporated into the Barquay master plan and built consistent with the same design standards; Kolter emphasized a master-plan PUD creates predictable outcomes because significant changes would require a return to the commission.
