Council approves routine business, several appointments and two vehicle purchases; developer plat denied

CIBOLO, Texas — The Cibolo City Council handled a mix of routine business and land-use items during its April 22, 2025 meeting, approving several administrative and procurement measures while denying one developer’s final plat and narrowly approving preliminary acceptance for another subdivision.
The council approved routine consent items (A–H) and several housekeeping resolutions, including appointments to the Canyon Regional Water Authority (CRWA) board. The council voted 7-0 to appoint Ted Gibbs and Jacob Parsons (managers/trustees) and Councilwoman Donetta Roberts to the CRWA board for the terms listed on the agenda. Council members also approved a motion to release the council scoring of city attorney proposals and interviews (7-0).
Council authorized two purchases of Ford F-450 trucks for the utilities and streets divisions — a $147,915.50 purchase for a 2025 Ford F-450 for the utilities division and a $106,868 Ford F-450 super cab for streets — both approved 7-0.
On land-use matters, the council denied the final plat for Venado (Venato) Crossing Unit 6. Staff recommended denial because the applicant had not resolved technical comments in the engineering review; the council voted to deny the plat, 7-0.
A separate preliminary-acceptance request for Steel Creek Unit 6 — which covered roughly 111 single-family lots and associated infrastructure — passed 4-3 after discussion about connectivity and roadway capacity. Staff reported punch-list items had been completed and recommended preliminary acceptance.
Other items: the preliminary plat for Grace Valley Ranch Phase 4A was postponed at the applicant’s request so the developer could address outstanding staff comments; the motion to postpone was approved.
Council also authorized an interim legal engagement (for interim city-attorney services) to continue past the city manager’s $50,000 administrative limit if needed; that item passed 7-0. Several other agenda items with administrative or procedural effect were approved as listed on the agenda.
