Groveport Madison board approves two‑year transportation contract extension after transparency dispute

The Groveport Madison Local Board of Education voted to approve a two‑year extension of its transportation services contract after a lengthy discussion about transparency and whether the district should re‑bid the work.

The item drew a public comment opposing the timing and transparency of the approvals. “I am opposed to this body voting to approve the contracts that are listed on this agenda, specifically the transportation or bus services contract,” said Elizabeth Simcox, a public participant, who urged delaying any vote until a regular meeting and until supporting studies were made public.

Board members debated the length of the extension and the availability of procurement documents. One board member moved to change the extension from two years to one year so a transportation committee could review costs, potential in‑house options and related documentation; that motion failed on a roll call vote. Supporters of the two‑year extension said negotiations with the contractor produced direct cost reductions that would be difficult to capture with a shorter agreement.

Board members and staff described contract changes the district says will reduce next‑year costs. During discussion, a board member summarized negotiated savings, saying the base cost was frozen and the package produced about $350,000 in savings from the current‑year contract, including a roughly $250,000 reduction in base cost and about $100,000 in lower fees for field trips and athletic events. The board discussed specific rate changes included in the addendum: a field‑trip hourly rate reduced from about $109 to $75; sitting fees reduced from roughly $68–69 to $40; and a 1.75 percent increase planned for the second year.

Board members also raised questions about the vendor’s T‑2/T‑2C reporting and records retention. District staff said Community Bus (the transportation provider) supplies cost detail that the district incorporates in its T‑2 report to the Ohio Department of Education; the district does not currently hold a separate T‑2C file for the most recent year but staff said they would gather the records and provide them to the district by July. Board members expressed concern that earlier staff handled some of those records and that documentation was not immediately accessible during the meeting.

A motion offered to shorten the extension to one year — moved by “Kathy” and seconded by “John,” as recorded in the meeting — failed on a roll call vote: Mrs. Walsh voted aye; Mrs. Gray, Mr. Bauer, Mrs. Doudelberger and Mr. Kirschner voted no. The original motion to approve the two‑year addendum was then considered and passed on a roll call: Mrs. Gray, Mr. Bauer and Mrs. Doudelberger voted yes; Mrs. Walsh voted no; Mr. Kirschner abstained.

Board members who supported the extension said bringing the negotiated reductions and simplified lease language (a token $1 lease for a facility used by the contractor) into the contract simplified accounting and produced immediate budgetary savings that would otherwise be borne by taxpayers. Critics said the district should have allowed a public committee review and better access to procurement documents before approving a contract of the size discussed.

The board approved the contract extension by roll call; the superintendent and treasurer said staff would provide additional documents requested by board members, including prior years’ T‑2/T‑2C records and the cost and analysis materials referenced during the meeting.

The board moved on after the roll call to other agenda items.
