District presents 2020 bond update and proposes STEM/STEAM multipurpose building; bid pack 17 to finish site work

Farmington Public Schools presented a quarterly update on the district’s 2020 bond program and a proposed long-range facilities plan that would use unallocated savings to support a STEM/STEAM multipurpose facility and final site improvement bid pack.
Plant Moran and district staff reported the district sold $109 million in 2020 bond proceeds and that construction comprises roughly 71% of the budget. As of the update, administrators said about $16.6 million remained unspent; some of that amount was already assigned to transportation, scoreboards, lights and upcoming site work. Staff said good cash management, contingency savings and interest earnings generated approximately $3.5 million in additional funds that could be allocated to strategic capital projects.
Paul Wills of Plant Moran and John Barth, director of facilities, described compliance with Department of Treasury spending requirements and a 95% expenditure rate on the construction line item. The quarterly dashboard shown to the board broke down bond spending into construction, technology and security, buses, and furniture/fixtures, with construction roughly 95% expended.
The district invited TMP Architects to study programmatic needs and long-term facility strategy. Bill Weinrock of TMP recommended a roughly 5,000-square-foot multipurpose building at the northeast corner of Farmington High School to host STEAM activities and provide dedicated robotics and CTE flexible space. Weinrock said the facility would be designed to accommodate multiple programs, operate in evenings for competitions, and connect visually to athletic events.
District staff identified bid pack 17 as the final formal bid package under the 2020 bond. The package includes site renovations at Visions (Visions Unlimited), Farmington Central High School and East Middle School. Administrators said students contributed to design ideas at East Middle School; seventh-grade classes presented measurements, calculations and proposals that helped secure the inclusion of a basketball court in the bid pack.
Facilities staff and the construction manager McCarthy & Smith reported receiving multiple bids; T and M Asphalt and Concrete were the lowest responsible bidder on asphalt work. The district said the work is scheduled to be completed before the start of the next school year, with site punch-list and staff training conducted before September.
Board members praised completed projects at Farmington Visions and encouraged community tours; trustees also asked facilities staff to continue tracking student access routes and sidewalks that flood during storms. Trustees discussed two voluntary alternates in bid pack 17: a widened walking path at Visions and removal of a deteriorated south parking lot to become a green/craft space. Staff emphasized prioritizing ADA accessibility and coordinating with the finance committee on budget confirmation and schedules.
No final contract award was recorded in the meeting minutes; the board was presented the recommendation and asked to consider the bid pack as an action item at the meeting’s business portion.
