Carroll County seeks AIB waiver to extend Blueprint compliance timeline; decision set for April 28

Officials said the waiver also included letters from union leadership for affected employees. The county and school system presented an oral argument to the AIB on April 17; the AIB scheduled a decision no later than April 28 at 2 p.m.
CCPS staff framed the waiver as an extension of time rather than a forgiveness of Blueprint requirements. "If the AIB grants it on April 28, it will be an extension of time to meet Blueprint requirements, but not a forgiveness of those requirements," a CCPS staff member said. Officials said the AIB indicated a preference for year-to-year extensions rather than a multi-year waiver; CCPS staff had originally requested a multi-year (three- to five-year) window but expected the AIB to prefer annual reviews.
Why it matters: the waiver process affects how Carroll County complies with the state’s Blueprint funding and staffing requirements, and the county has included a preliminary local commitment of $13,000,000 in this year’s budget to help meet compliance goals. Officials said the waiver process also allows the AIB and the county to work with consultants to revisit the compliance plan and seek efficiencies.
Officials described wide local engagement: CCPS staff said the AIB reported receiving more than 1,200 emails in support of Carroll’s waiver after the submission. The waiver packet and public outreach were cited as factors in discussions with state leaders in Annapolis, officials said.
Board members and county commissioners discussed the waiver’s constraints and implications: the waiver, if granted, would buy time to implement changes but not cancel statutory obligations; if the district cannot meet the charter or Blueprint terms in the charter/agreement period, the board has legal authority to revoke a charter or take other actions under state law. County and school leaders emphasized continuity of services for students and staff in the event of operator failure or charter termination.
Officials described the waiver as one step in an ongoing process. CCPS staff said they will continue to coordinate with the commissioners, the Carroll delegation and the AIB’s consultants while the decision is pending. The county expressed hope that an AIB decision to grant an extension would provide breathing room to implement Blueprint compliance without immediate program cuts.
