Councilwoman Felicia Porter, who presented the item, said the measure would enable a property owner in Pig Town to rebuild after a BGE gas explosion two years ago and that the proposal had "significant community support from the community association, but also residents within the community as well." Planning and the Planning Commission recommended the conditional use, the additional height, and the related variances; the Fire Department and other agencies reported no objections tied to life-safety code issues.
The committee first took a voice vote to adopt the applicant’s findings of fact as submitted in the bill file; the chair recorded one nay during the voice adoption. After adopting the findings, the committee proceeded to a roll-call vote on the measure. Chair Ryan Dorsey voted yes; Council member Gray voted yes; Councilwoman Felicia Porter voted yes; and Councilman Parker registered an abstention. The committee’s recommendation will be forwarded to the full City Council for final consideration.
Committee members discussed the property’s unusual lot size and the project’s unique circumstances as factors supporting the conditional-use and variance findings. No amendments were adopted at the committee hearing, and applicant representatives were listed in the file but did not testify in person at the meeting.
