Council approves contract with Jones & Henry to prepare wastewater plant operations manual

The Wooster City Council voted Monday to authorize the director of administration to sign a professional-services contract with Jones & Henry to prepare an updated operations manual for the city’s wastewater treatment plant.
Resolution 2025-34, read by Miss Hamilton and introduced by Mister Malta, passed unanimously. Malta told the council the manual is required by the U.S. Environmental Protection Agency and is used as a training and reference document for plant operators. Mister Fritz, present for the consultant, answered questions about the scope.
Councilors heard that the plant’s procedures have not been consolidated since approximately February 2005 and that the new manual will combine multiple process manuals into a single, modernized operations manual covering primary and secondary treatment, sludge handling and other processes. Staff said the work is expected to take about a year; the item was described as budgeted.
The motion to adopt was made by Mister Malta and seconded by Miss Canapic; roll call votes were unanimous in favor (yes: Malta; Abernathy; Gaffey; Jose; Myers; Canapic). No dollar amount for the contract was specified aloud during the meeting, and no amendments were proposed on the floor.
