City shortlists design‑build teams for new police and fire headquarters; RFP to follow

The council approved staff recommendations to shortlist three design‑build teams for each of two public‑safety capital projects: a police headquarters and a fire‑rescue complex.
Turner & Townsend, the city’s program manager, presented the shortlisted firms (alphabetical order) for each procurement:
- Police headquarters shortlist: Carollo/Carroll‑Daniel Construction (with Leo A. Daly and FS360), Reeves‑Young (with Jericho Design Group), and Winter‑Johnson (with POH Architects). - Fire‑rescue complex shortlist: Catamount Constructors (with FS360 and POH), Parish Construction Group (with Hussey Gay Bell), and Reeves‑Young (with Jericho Design Group).
Turner & Townsend explained the city used a two‑step procurement: a qualifications (RFQ) stage to identify the most capable teams followed by an RFP to shortlisted proposers to obtain guaranteed maximum prices, mandatory site visits and team interviews. The firms will prepare detailed proposals and attend mandatory site visits; final proposals and interviews will be evaluated before the city awards a design‑build contract. Council authorized staff to proceed with releasing the RFPs to shortlisted teams.
Ending: The shortlists carry no binding financial commitment. Staff said the RFP stage will include schedules, price proposals and interview panels before any contract award. The council approved the shortlist unanimously and staff expects to issue the RFPs immediately as part of the next procurement step.
