Court approves jail hire and awards inmate medical services contract; sheriff details staffing challenges

Logan County Fiscal Court approved a personnel action to hire Jesse Arnold for the detention center and awarded the county’s inmate medical-services contract to Comprehensive Correctional Care after receiving a single bid.
Sheriff Stratton spent part of his report explaining jail operations and staffing. He told the court that state standards require a minimum number of deputies per shift — “we’ve got to have 3 deputies on the floor and 1 in control at all times” — and said the required staffing level does not automatically drop with a smaller detained population. The sheriff outlined reasons the jail continues to face overtime costs, including medical transports, hospital stays, maternity and parental leave, and staff training.
Following that discussion the court approved a personnel request for Jesse Arnold with an effective hire date recorded in the motion as 04/15/25. The motion passed on roll call.
Separately, the court received one bid for inmate medical services and approved a contract with Comprehensive Correctional Care at a reported FY rate of $350,457.50 (the firm’s bid was the single submission). Commissioners acknowledged the line-item cost in the jail budget and approved the award by roll call.
Why it matters: Jail staffing levels, medical needs and the vendor contract are significant parts of the county’s public-safety and operating budget. The medical contract covers routine care and coordination of off-site care and affects how the jail responds to medical incidents.
