Summary
Kendall County accepted completion of on-site roadway and drainage improvements within Highgarden Phase 1 and will hold the developer’s financial guarantee until off-site roadwork is finished.
Kendall County Commissioners accepted the completion of subdivision work inside the platted boundary of Highgarden Phase 1 on Tuesday and instructed staff to retain the developer’s financial guarantee until all off-site improvements are complete.
County engineering staff inspected the subdivision and reported that roadways and internal drainage within the subdivision limits were built in conformance with approved plans and field changes. Off-site improvements — work on county roadways tied to the subdivision — remained incomplete; commissioners directed that the financial guarantee (bond/letter of credit) be held until those off-site items are finished.
Commissioner Carpenter moved for acceptance of on-site work with the financial guarantee held for off-site roadwork; the motion was seconded and the court recorded a 4–0 vote with the County Judge not participating. County staff said the posted financial guarantee (bond) substantially covers the cost of remaining obligations and that final, off-site inspections and coordination will follow.
The acceptance applies only to work within the recorded subdivision boundaries. County staff said final acceptance of off-site work will be conditioned on inspection and completion and release of the county-held financial guarantee only after all obligations are met.
