Vice Mayor Carrie Hillis moved to have staff research the concept and its feasibility, including potential benefits from state legislation she cited as AB 66, which would provide CEQA exemptions for building emergency evacuation routes in areas with single ingress/egress. A second was offered and Mayor (presiding) called the motion; the vote was unanimous.
Council members noted the item is an initial authorization to direct staff to perform due diligence, including limited research, and that more detailed analysis would return to council before any project decisions. Town Manager Mike confirmed staff will follow up and schedule the item for a future meeting and that staff will seek to keep the work proportional to the council’s direction so it does not require excessive new staff effort.
The motion passed without public comment.
