Dunn County authorizes $110,000 hydrology study with Southwest Water

The Dunn County Board of Commissioners approved a $110,000 contract with Southwest Water for a preliminary engineering effort to assess what would be needed to improve water service across parts of the county.
Commissioner Olsen moved the motion to proceed with the hydrology survey; the motion was seconded by Commissioner Heiser and carried on a recorded voice vote (Commissioners Heizer, Olsen, Pelton, Klayman and Dolezal recorded "yes").
Commissioners expressed concern about paying for a survey without guarantees that Southwest Water or another funder would pay for construction or implement recommended improvements. Commissioner Olsen summarized the proposal on the record: “I move that we pay Southwest Water the hundred and 10,000 for the preliminary engineering effort.” County staff explained the study is the first step to determine technical needs and approximate costs; without it the county and Southwest would not know the scope or potential funding requirements.
County discussion noted that the survey would inform long-term planning and potentially strengthen future applications for construction funding. Commissioners also raised concerns about the time horizon for implementation, with staff and commissioners observing that even after a study it could be several years before improvements and funding materialize.
The study will return findings on infrastructure needs and estimated costs; the county noted any construction or funding decisions would come back to the commission for future approvals.
