Dunn County approves $29,756 pay estimate, mitigation credits and multiple right-of-way permits

The Dunn County Board of Commissioners voted to approve a series of road- and right-of-way actions, including payment of a contractor pay estimate, authorization of mitigation credits and approval of utility permits and gravel agreements.
The commission authorized payment of pay estimate No. 1 to Baralka Brothers in the amount of $29,756.18 for work on 100th Avenue Northwest. The motion was made by Commissioner Pelton and seconded by Commissioner Heizer; commissioners voted in favor (Commissioners Heizer, Olsen, Pelton, Clayman and Dolezal all voted yes).
The commission also approved authorization of 3.4 acres of land mitigation credits at a cost of $34,000. Motion language on the record listed Commissioner Heiser (Heizer) as the mover; commissioners voted aye on the measure. County staff noted pipeline crossings and other right-of-way constraints remain under review for related projects.
County staff reported updates on a number of road design and construction projects across the county — including easement work, cultural and environmental reviews, and upcoming bid openings for multiple projects (examples discussed were bid openings tentatively scheduled in May and June for projects in the Dunn Center area and other county corridors). Staff said contractors have begun minor work on the 100th Avenue Northwest contract and that utility conflicts are being worked out on other sites.
The board approved several utility permits covering underground bores and relocations tied to planned road work. The board also approved two gravel-lease agreements for identified county pit sites; county staff said the proposals had passed planning and zoning review and were recommended for approval. The motion to approve utility permits was moved by Commissioner Pelton and seconded by Commissioner Heizer; the motion to approve the gravel agreements was moved from the floor and carried by voice vote.
County staff emphasized that where utilities occupy county right-of-way the applicants must remove, relocate or adjust facilities at their sole cost when requested by the county, and that easement and permitting details must meet county standards to avoid conflicts with planned road grading and future projects.
The approvals allow the county to proceed with near-term payments and permit coordination while staff continues easement acquisition and cultural/environmental clearance work on multiple road projects.
Looking ahead, staff said they expect several projects to go to bid or to preconstruction meeting stages in the coming weeks; the road department plans to schedule construction conferences as contractors make their schedules clear.
