Commissioners approve interlocal agreement to join TxDOT HERO roadside assistance program

The Midland County Commissioners Court approved an interlocal agreement and attachments with the Texas Department of Transportation to participate in the TxDOT Highway Emergency Response Operator (HERO) roadside assistance program.
County Judge Terry Johnson summarized the program as a state-funded roadside assistance and roving-response system intended to reduce highway incidents by clearing disabled vehicles and assisting at minor crashes. The county budget includes $500,000 for the current fiscal year and $500,000 projected for the following year. The court record notes a pledged $3,500,000 from PSP to support the program.
Judge Johnson said the program has been used in larger Texas metro areas, including San Antonio, Dallas–Fort Worth and Houston. After a brief discussion the court moved, seconded and approved the agreement by voice vote.
The agreement directs county staff to execute contract attachments with TxDOT; funding for the county's share was included in the approved budget.
