Later in the meeting a motion passed to hold a closed session “pursuant to the personnel exemption as permitted by Virginia Code § 2.2-3711(A)(1) for annual discussion and evaluation of the performance of the town manager, town clerk, and town attorney.” The clerk’s roll call recorded aye votes from Baker Smith; Mattingly; Sutphin; Watson; Anderson; and Oliver.
No formal public hearings were held during the meeting. The transcript indicates the council recessed into closed session for personnel matters after completing the public portion of the agenda.
