McAllen ISD trustees approve instructional-materials certifications, sweep consent agenda

The McAllen Independent School District Board of Trustees on April 22 approved three motions certifying the district's instructional materials and passed the consent agenda and routine meeting minutes, with all recorded votes 4-0.
Those motions addressed how the district will use its instructional materials allotment, the district's certification that curricular materials cover the Texas Essential Knowledge and Skills, and a pledge to provide public information about requisitioned or purchased instructional materials upon request.
The instructional-materials items were introduced under agenda item 6A1. "Each year the district must certify to the state board of education and the commissioner that students have access to instructional materials covering all Texas essential knowledge and skills for the required subject areas," Doctor Gutierrez said when introducing the item. Angela Allen, identified in the meeting as director of student operations, was available to answer questions, the board was told.
Trustee Gallardo moved the board approve that the district's instructional-materials allotment be used only for resources allowable under the Texas Education Code, section 31.0211; Trustee Rivera seconded. The motion passed 4-0.
Trustee Rivera then moved that the board certify for the 2025-26 school year that the district has instructional materials covering elements of the Texas Essential Knowledge and Skills identified in Texas Education Code 28.002 (other than physical education for each subject and grade level); Trustee Gallardo seconded. That motion passed 4-0.
A third motion, to provide the State Board of Education upon request any public information for instructional materials requisitioned or purchased with instructional materials allotment funds (Texas Education Code 31.101), was moved by Trustee Reynaldo and seconded by Trustee Rivera; it also passed 4-0.
Also on the consent agenda the board approved items 5A through 5GS in a single vote after a motion from Trustee Regalado and a second from Trustee Rivera; the motion passed 4-0. The board approved meeting minutes from previous meetings by motion of Trustee Dela Garza Lopez, seconded by Trustee Rivera (motion passed 4-0). The meeting adjournment was approved by motion of Trustee Rivera and seconded by Trustee Gallardo (motion passed 4-0).
The board did not debate changes to the instructional-materials motions during the public portion beyond the staff presentation, and trustees recorded unanimous votes on the actions listed above.
